The method is hypothetical-deductive for data collection, and bibliographic and documentary analysis. The objective is to prove the hypothesis that there is legitimacy in the state recommendations in terms of proposing isolation during the pandemic, even though it is not always legal. It is concluded in order to attribute to the current state of affairs of the pandemic the factor capable of providing mobilization on the part of states and municipalities.
