STRUCTURAL RACISM AND URBAN EXCLUSION IN BRAZIL

Abstract
This article analyzes how structural racism operates as an organizing principle of urban exclusion dynamics in Brazil, arguing that socio-spatial segregation results from a historically racialized urban model. The central objective is to uncover the mechanisms by which the myth of racial democracy (mestiçagem) has operated as an ideological device, obscuring racial inequalities and naturalizing the marginalization of Black populations from cities' most valued territories. Employing a qualitative and deductive approach, the methodology is structured around three axes: (i) document analysis of urban plans, housing policies, and regulatory frameworks; (ii) intersectional analysis of census data and socioeconomic indicators focusing on race; and (iii) comparative case studies of Rio de Janeiro, Salvador, and Recife, identifying different manifestations of territorial racism. Results indicate that Black populations remain systematically confined to vulnerable peripheral areas, facing precarious housing conditions, environmental racism, and territorial militarization. The study concludes that achieving effective urban justice in Brazil requires the implementation of anti-racist, reparatory, and territorially sensitive public policies, recognizing the central role of Black populations in urban formation and securing the right to the city as a universal entitlement, dissociated from racial or class-based privileges.
