Abstract

It is an investigation of the impact of the pandemic on the State's surveillance powers. Its aim is to answer whether there can be an increase in surveillance and whether the created State of exception can become permanent. It starts with a positive hypothesis. Surveillance has been around for a long time, but the occurrence of a pandemic consolidates the justification for protecting people at the expense of individual privacy. The method is the hypothetical-deductive, through which it confirms the initial hypothesis using bibliographic research, document collection and analysis. The different forms of panopticon are investigated to better address the problem. The conclusion indicates an increase in State power legitimized by the advance of the pandemic and the fear caused by it. New technologies seem to help build the idea of a permanent state of exception.
