CLIMATE CRISIS AND THE IMPORTANCE OF MANAGEMENT AND SECTORAL CLIMATE CHANGE PLANS

Abstract

Law and public management face a crisis that has affected everyone as a result of the climate change process. This context implies the inexorable need to prepare cities in search of resilience and adaptation. Therefore, considering this, the general objective of this essay is to analyze how northeastern capitals have been preparing for extreme events, considering the legal framework of master plans and sectoral plans for climate change. The research question brought to the fore, therefore, is the following: how are northeastern capitals prepared to face the climate emergency? The research was qualitative in nature, based on documentary analysis and bibliographic research, using the inductive method as an analytical basis. A consultation was carried out on the master plans of the capital cities and on the sectoral climate change plans in the northeast region. When analyzing the master plans, only provisions that have direct consequences for climate policy were taken into consideration, such as the themes of urban policy, environmental protection, urban mobility and climate risk and disaster management. Thus, it was found that the capitals Fortaleza, João Pessoa, Recife, Natal and Salvador, considering that they have a sectoral climate change plan and a diverse set of climate forecasts in their respective master plans, present a broad and consistent way to initiate a climate policy at the municipal level.

Marcelo Bruno Bedoni de Sousa, Universidade Federal da Paraíba (UFPB)

Master in Legal Sciences at the Federal University of Paraíba (UFPB), with research in the area of ​​environmental law, under the guidance of Prof. Dr. Irivaldo Oliveira and co-supervision of Prof. Dr. Talden Farias. Bachelor of Law at the Federal University of Roraima (UFRR), with guidance on the monograph by Prof. Dr. Fernando Xavier. During his undergraduate studies, he was President of the Teresa Cristina Evangelista Academic Law Center (CADTCE), from 2017 to 2019, and studied at the Institución Universitária de Envigado (IUE), in Colombia. Member of the Latin American Climate Lawyers Initiative for Mobilizing Action (LACLIMA). Specialized advisor at the Attorney General's Office of the State of Roraima (PGE/RR). He develops research especially in the discipline of environmental law, focusing on the protection of climate change. Author of the book "Environmental law and climate law: intersections between the environment and the climate system in the Brazilian legal system", published by Editora Lumen Juris.

Graduated in Legal Sciences. He held the position of Judiciary Analyst at the Paraíba Court of Justice for eight years. Full Professor of the Public Management Course at the Academic Unit of Public Management of the Federal University of Campina Grande. He is a researcher with emphasis on environmental conflicts, environment, risk society, environmental legislation, sustainable development, public policies related to access to water and sanitation.
