FACTORS THAT INFLUENCE TURNOVER INTENTIONS IN PUBLIC ADMINISTRATION IN PORTUGAL

Abstract

The present investigation aims to analyze the mediating role of public service motivation (PSM) in the relationship between the type of employment contract (non-term versus fixed-term) and turnover intentions. Data were collected using the Public service motivation scale and the Turnover intentions scale, from a sample of 774 subjects, aged between 20 and 67, who work in the Public Administration (PA). The results revealed that workers who have a fixed-term employment contract are more willing to leave the institution than those who have an open-ended employment contract. It was also possible to verify that the type of employment contract and the PSM significantly influence turnover intentions and that the fixed-term contract has a negative influence on the PSM, which may be due to the insecurity associated with this type of contractual relationship. It was also found that despite the PSM negatively influencing the willingness of employees to remain in the organization, the type of employment contract has greater weight in this intention. It was concluded that the less motivated for the public service professionals feel, the greater their tendency to leave the institution, which is also verified when they have a fixed-term employment contract.
