GESTÃO DE CONTRATAÇÕES E INVESTIMENTOS UMA ANÁLISE DA COMPANHIA DE SANEAMENTO AMBIENTAL DO MARANHÃO

Resumo

Este estudo investiga a gestão das contratações públicas realizadas pela Companhia de Saneamento Ambiental do Maranhão (CAEMA) entre 2014 e 2024. O tema é relevante por abordar a eficiência na aplicação dos recursos públicos, a promoção da transparência nas aquisições governamentais e a sustentabilidade dos serviços públicos de saneamento. A pesquisa contribui para compreender como essas contratações impactaram a expansão e melhoria dos serviços oferecidos pela CAEMA ao longo do período analisado. O objetivo central do estudo é avaliar se os investimentos realizados nesse período contribuíram significativamente para ampliar e otimizar os serviços prestados. A metodologia utilizada é de natureza quantitativa, com abordagem exploratória, baseada na análise de 1.276 processos de contratação. Os dados foram obtidos por meio de pesquisa documental em sistemas eletrônicos governamentais, relatórios internos e arquivos físicos da CAEMA. Os resultados revelam que os investimentos favoreceram a ampliação de serviços essenciais em setores como o industrial, habitacional, comercial e rural. Além disso, constatou-se que o uso crescente de processos eletrônicos e de dispensas de licitação elevou a eficiência e a transparência das aquisições, otimizando a alocação dos recursos públicos. A conclusão do estudo é que, apesar dos desafios enfrentados, como inadimplência em alguns setores, as políticas de saneamento da CAEMA estão em sintonia com os Objetivos de Desenvolvimento Sustentável (ODS), particularmente o ODS 6, que visa assegurar o acesso universal à água potável e saneamento até 2030. A pesquisa evidencia que as contratações analisadas aprimoraram a eficiência operacional, mas reforça a importância de uma gestão pública mais estratégica e proativa para garantir a sustentabilidade dos serviços e a continuidade dos avanços obtidos.
